TEXARKANA PUBLIC LIBRARY WEBSITE PRIVACY POLICY

The Texarkana Public Library is committed to maintaining the privacy of its website users. When a user visits our website, the library does not collect information about the users. The website does have a counter that records for statistical purposes, only, the number of uses for one page of the website.

Website data is separate from individual user's library accounts data so that personal information or website visitations can not be retrieved.

In accordance with Library Confidentiality Policy, the library will not sell, lease, distribute or disclose any information about a user for non-library purposes to outside parties unless required to do so by law.

If you send the library an e-mail, identifying information (i.e., e-mail address, name, etc.) is kept only long enough in order to answer the request or resolve the subject matter of the e-mail. E-mail is not secure against interception and may be subject to disclosure requirementsof Texas Public Information Act.

The library does not use "cookies" on its website. A cookie is a text file placed by a website on a user's computer to collect information about the activities on a site. Such a cookie might contain the users ID number to relieve the user from always having to enter it. A user may receive a cookie from websites linked to or visited from the library's website. The library is not responsible and can not control the use of cookies placed on your computer by other websites.

The Library's website contains links to external sites not maintained by the Library. The Library is not responsible for a user's privacy when the user discloses information to outside websites. It is the user's responsibility to protect personal information. A user connecting to another website from or through the library website is subject to the privacy policy of the new website.

The library website pages are not a public forum and are not intended as an outlet for public speech or expression of individual opinion, irrespective of viewpoint or content, whether by posting or linking.

The Library may collect information from a user for new uses not previously disclosed in its privacy notice. The Library Commission has the right to change the policies without advance notification at any time. If the Library information practices do change, the changes will be reflected in the privacy policy.

Information held by the Texarkana Public Library is presumptively public information under the Texas Public Information Act, except to the extent that such information is specifically exempted from public disclosure under the law. Interpretation and enforcement of this law is entrusted to the Texas Attorney General and the Courts of the State of Texas. It is therefore possible that certain of the information accumulated as a result of online usage could be deemed public and the Library could be ordered to release such information to others, irrespective of the policies, preferences of intentions of the Library.
